Brett Bovee, Intermountain Regional Director, WestWater Research

Brett Bovee is currently the Intermountain Regional Director at WestWater Research. Brett founded the Colorado office for WestWater in 2015 and grew the business in the Rocky Mountain region over the next seven years before transitioning through several leadership roles in the company. Brett brings over 20 years of experience conducting a variety of engineering, economic, and water rights studies across the Western U.S. These policies have provided Brett the unique opportunity to interact with local water markets in multiple states. Brett brings a unique perspective to projects, combining a background in water resources engineering with a developed knowledge of water rights and economics.

Brian E. Hamilton, Water Rights Attorney, Downey Brand

Brian is a water rights attorney at the Sacramento law firm Downey Brand. His practice focuses on water rights litigation and related environmental disputes that can have substantial impacts on critical water supplies for agricultural, municipal, and industrial users. Brian has extensive experience in groundwater adjudications and advising both public and private clients on groundwater rights and legal challenges related to California’s Sustainable Groundwater Management Act. Brian’s experience provides him with insight on how the quantification of water rights through adjudications allows the creation of water markets that enable the effective and sustainable management of a common resource.
