William L. Mencer, Law Office of William L. Mencer

William Mencer is an Arkansas-based attorney and the founder of The Law Office of William L. Mencer, where he focuses his practice on agricultural labor, estate planning, probate, and business law. In particular, he advises producers and agribusinesses on issues related to the H-2A temporary agricultural workers program, employment compliance, and workforce risk management.

William has extensive experience guiding clients through the complexities of federal and state labor requirements, with a particular emphasis on helping agricultural employers navigate the H-2A program from petition to placement. His work includes developing practical compliance strategies, and structuring labor solutions that support long-term business goals.

Prior to founding his own firm, William worked in both private practice and farming operations, gaining a well-rounded perspective on legal and policy matters affecting rural economies and the agriculture sector. He frequently speaks to industry groups, attorneys, and landowners on topics at the intersection of agriculture, immigration, and labor.

William earned his law degree from Mississippi College School of Law and holds a bachelor’s degree from Mississippi State University. He lives in Lake Village, AR, and currently serves clients throughout the mid-south.
